例假日參觀人潮高達2千多人的德陽艦，因船艦沒有廁所，想「方便」，必須到艦外的簡陋臨廁解決。市議員蔡淑惠質疑堂堂的直轄市，不應有如此門面，要求市府迅速改善。市長賴清德表示，市府已發現此問題，並著手規劃改善，且將與國防部換約，讓德陽艦可朝添加餐飲等多角化經營。

蔡淑惠指出，德陽艦開放觀光後，引來不少觀光人潮，每逢例假日來訪人潮更是可觀，不料艦上卻沒有洗手間措施，所有的參觀民眾要上廁所，都得大排長龍，擠在艦外的2間簡陋的臨時廁所，實在有礙觀瞻，她建議市府，若要留住德陽艦，就要改善現有的不足設施，若不留，則可退還給國防部，或是拆解賣破銅爛鐵，否則有損台南市門面。
