特偵組監聽立法院0972節費電話，引發國會爭議。針對網路上流傳，網路電話無法監聽的說法，調查局官員今（9）日在立法院答詢時表示，網路傳輸都是IP化，只要把封包還原回來就可以了，無論網路電話或是衛星電話，調查局有監聽的能力，但前提是要有監聽票。

國民黨立委賴士葆今天質詢調查局長王福林時，問調查局向法院聲請監聽的核准率是否偏高？王福林表示，法院還是有駁回的記錄，大約是10%。賴士葆進一步追問，現有技術是否也能監聽手機、網路電話、衛星電話？對此，調查局通訊監察處科長王偉鈞回應指出，調查局都有能力執行監聽，但前提是要有監聽票。

聽完了調查局的說明，賴士葆直呼，這樣不是大家都不安全。法務部長羅瑩雪則表示，監聽是兩難的問題，因為一方面有查緝犯罪的需要，但是是否浮濫，法務部會做檢討，不能浮濫。
