網狀線車禍

甲車為小客車 乙車為小貨車 丙車為機車
車禍地點並無紅綠燈以及任何交通號誌
該道路為分向限制線(雙實線)
甲車因對向車道車流量過多 無法左轉 停止在網狀線上
乙車因甲車 擋在直行車道 切為右側 差點擦撞到在白實線的丙車
丙車因此往左切撞到停在網狀線上的甲車
丙車本人多處擦傷 乙車並無下車察看立即離開
本路口無任何監視錄影器 本人也無記住 乙車車牌號碼 警方也無從追究 也不受理

那請問 丙車佔肇事比例 是100%嗎?
