臺南屏東預算都差高雄一截, 公共建設更是遠不如高雄, 高雄雖然空氣水質較差, 但是高雄公園都很乾淨, 市區人行道被占用的情形較不嚴重, 馬路大, 交通建設完整, 反觀,臺南一些公園都是垃圾(例如開元公園), 台南市區逛街都走馬路(人行道都被占據), 屏東就更不用說了...若臺南屏東併入高雄, 形成大高雄都會區,結合臺南的人文與科技園區, 高雄的工業與較先進的都市格局, 屏東的農業與熱帶風情,或許南部會發展更好
