立委質疑：銀行濫取個資 比監聽嚴重

民進黨立委李應元說，中國銀行、交通銀行與建設銀行陸續在台灣設立分行，依台灣現行法規，將可申請加入「聯徵中心」會員，取得全體國人的信用財務資料。但聯徵中心運作欠缺法律層次的規範及外部監督，他擔心國人個資被非法濫用的可能性非常高。

李應元說，台灣的聯合徵信中心，是世界絕無僅有的大怪獸，自1975年開始全面壟斷地記錄著全體國人、企業與銀行間的往來，資料覆蓋率高達百分之百。包括向哪家銀行借多少錢、還款及違約狀況？在哪幾家銀行辦信用卡、附卡持卡人是誰、每月刷卡及還款狀況、未償還餘額多少？就算不是原本往來銀行，只要在聯徵中心的電腦查詢系統上聲稱「取得當事人書面同意」，聯徵中心就會開放信用財務資料下載。

李應元說，現在全國都在檢討監聽是否過於浮濫時，金融信用個資保護的重要性，恐怕不下於監聽。
