怎麼看手機跑的快不快呢

請問

1GB RAM，16GB ROM 是什麼?!!! 根手機有甚麼關係??
還有就是手機跑的速度應該要看什才知道他跑的快不快呢?
因為我很在意手機在操作起來會不會lag或是很慢
因為我弟的手機跑起來...很吃力
是因為他app太多所以他跑很慢呢?還是手機本身的問題呢?還是因為他額外插的記憶卡不好?

另外 有人推薦甚麼機型的手機嘛? 要有前鏡頭喔 預算是10000元 不限品牌 好用就好
