大陸十省市 獲准自發自還地方債

大陸財政部稍早發布「2014年地方政府債券自發自還試點辦法」，國務院已允許十省市試點地方債券自發自還，包括上海、浙江、廣東、深圳、江蘇、山東、北京、江西、寧夏和青島。

「自發自還」是指，試點地區在官方批准的發債規模限額內，自行組織該地區債券發行、支付利息和償還本金的機制。

辦法顯示，債券發行試點地區將實行年度總額管理，全年債券總量不得超過國務院批准的規模。同時，2014年發債規模限額僅限當年有效。
