臉書 如何設定為"公開" 能按讚不能留言的功能？

最近去逛了一些臉書名人的臉書網頁，發現權限設定為"公開"，還是可以按讚，卻不能留言。
請問這種設定要在哪設定？？

我印象中設為公開，非好友的既不能按讚也不能留言。
我非加入好友，為什麼可以按讚呢？ 不能留言？

另外，有沒有功能可以讓【已加入好友】，可以看、可以按讚，但完全不能留言的？
