今年2月19日在台中市開出的4.14億元大樂透，由年約25至35歲未婚長髮正妹1人獨得，她也慷慨捐出2000萬元予台中市政府以及中國信託慈善基金會等5個機構做公益，其中720萬元指定執行台中市社會局「復康巴士捐助計畫」，預計購置4輛高頂復康巴士及汰換部份老舊復康巴士車輛零件，預估8年共可服務1萬3896人次。

台灣彩券公司24日與台中市政府及中國信託慈善基金會共同舉辦「大樂透頭獎中獎人捐贈記者會」，由台中市長胡志強、台灣彩券公司董事長薛香川及總經理黃志宜共同主持，這也是台灣彩券公司第六次在台中市舉辦頭獎中獎人捐贈記者會。薛香川也代表中獎人將象徵2000萬元善款的支票贈予台中市政府、世界展望會、家扶基金會、兒福聯盟與中國信託慈善基金會等5個社福機構，由胡志強代表接受。

根據親自接待這名中獎的黃志宜形容，中獎人年約25-35歲，在民營企業上班，O型射手座，台中市人，中等身材，長髮飄逸、大眼雙眼皮、皮膚白晢，櫻桃小嘴，是個標準正妹，而且還未婚。

黃志宜並透露，這名中獎人購買彩券已3年多，每周會購買一次，一次約花100至500元，但只買大樂透及今彩539，這次她只想試試手氣，因此只花了50元買了1注大樂透，想不到財神爺真的來敲門，讓她中了4.1億大樂透，可實領3.3億元，讓她意外又高興。

薛香川則指出，這次中獎的幸運兒領獎時主動捐出2000萬元做公益。由於中獎人自己是台中人，因為工作需求時常接觸台中地區的身障朋友，能深切體會他們因為行動不便帶來的困擾，她知道自己中獎後的第一個念頭就是捐贈復康巴士，經過台中市政府與中國信託慈善基金會的妥善規劃後，從愛心善款中捐贈720萬元專款，協助執行台中市社會局復康巴士捐助計畫。 (接下一頁)
