多名朝野立委今（22）日到陸軍269旅禁閉室實地勘查，民進黨籍立委黃偉哲說，洪仲丘不僅住在沒有窗戶的禁閉室，並在高溫下操練，同時禁閉室周遭雖然共有9個錄影設備，但軍方竟然不知道有哪幾支錄影機錄到黑畫面，且錄影設備都是可手動移動的，讓在場立委提出不少質疑。

國防部副部長楊念祖今日陪同立院外交國防委員會召委蕭美琴、馬文君，以及立委陳亭妃、趙天麟、陳歐珀、黃偉哲及蔡煌瑯等人，前往到洪仲丘被關禁閉的269旅高山頂營區禁閉室，了解禁閉室設備、環境及操課情形。

黃偉哲因為有事，因此先行離開，他表示，根據軍方簡報及實勘結果，高山頂營區6個禁閉室，其中5個正常使用，洪仲丘被關禁閉時，共收容4名士官兵，竟安排洪仲丘睡沒窗的禁閉室。

黃偉哲也說，洪仲丘死亡那天，明明是不適合室外操練的紅旗狀況，但戒護士及管理人員還是要求洪仲丘進行體能操練，甚至讓他在高溫下接受訓練，明顯遭受不公平待遇。
